Loomis, along with Lisa Lorraine and Buddy Standler, served as judges for the annual Laff-Off comedy competition in Gotham. During the 9th year of the event, an unregistered participant, who was the Joker in disguise, was dismissed from the stage after he tried to upstage the announcement of the winner. This led to the Joker vowing revenge and using the Mad Hatter's mind control technology to humiliate the judges a year later.
Under the Joker's influence, Loomis became the Pack Rat, a thief obsessed with collecting packages, casings, and other discarded items. He staged a hold-up at Mayfields, accumulating a large amount of trash. Alfred, who was present at the scene, alerted Batman. The Pack Rat detained him and the other customers and staff.
Batman arrived shortly after and attempted to restrain the Pack Rat with a bola, but was unsuccessful in disarming him. Trapped, the Pack Rat fired his automatic weapon, causing Batman and Robin to take cover. The Pack Rat managed to free himself and attacked Batman, who had approached him from behind. Disarmed, the Pack Rat resorted to using a golf club, but was incapacitated when he struck an electrical wire. Following the Joker's defeat, Loomis and the other judges were pardoned for their actions, which were committed under duress.
