REPORT ON VIGILANTE ACTIVITY
Alias: Nightwing
The vigilante Nightwing was known to have headquarters in Blüdhaven until recently. He seems to have made friends within BPD: evidently there's a "charm" to him. Lt. Svoboda assures us she's building a task force to identify collaborators within BPD ranks. Nightwing's impressive acrobatic prowess makes apprehending the suspect a difficult proposition. He's also responsible for more Gotham City incarcerations than any vigilante besides the (currently absent) Dark Knight himself.
